If you mean the champion spawn, you have always been prohibited from using it inside the champion spawn region. Just walk 3 screens from altar and you can use it.

You can use pet balls in champ spawns, but only during level 3 and 4. The first 2 levels you have to be away from the alter or you will get a message.
