Tasty Treats Question

I have been looking for quite a while now trying to figure out how to make the "Tasty treats" and cant seem to find anything on a cooking or alchemy menu. Could someone tell me what skill it takes to make them?

Someone makes them FOR you.

It's a quest, takes 5 boura hides (what looks like old-style fur) and a ball of dough.

Quest can be done every couple hours or so.

Quest giver is Thepim in the alchemy shop in the Royal City.
