Tactics Locked at 50.0 for Serpentine Dragons?

I been training a serpentine dragon for the past 2 hours and his tactics hasn't moved past 50. Is it locked or something?

What is the tactics skill of the critter you are fighting? Needs to be +/- 25 points of your pet.

Careful with the Serp if your skilling before slot training, he's one of the mobs that jumps slots easily due to his really high Int.
