Ohh Matsumatek, you gotta start reading what I say and take it literally.
I said: If we got rid of the long ass training (RoT) we'd have more of his kind around.
Proof: IF you believe getting rid of ROT would increase shard population, and you believe that by increasing the shard population you would get proportionally the same number of 'good' players and 'jackass' players, then an increase in population would result in an increase of 'jackass' players.
However, to discuss your other points, in a way you are correct but *I BELIEVE* you blow things out of proportion. You state:

I agree, and I agree because the population has declined. If you cut the population of the shard in 1/2, then you have 1/2 as many quality players as you did before, 1/2 the community that you did before.

I disagree with most of what you say.
I don't think rezkilling is at an all time high, and even if it is, rezkilling isn't the problem. People who rez-kill under any circumstances have always existed, so you will always find people who do rezkill. However, today, people die and try and rejoin battle more-so than they did in the past, the only way to prevent them is to either rez-kill or 'effectively' loot them (which can lead to drylooting). I can still find a rez from the people who have defeated me now as I have before. From experience, if I lose in battle and just sit around shown waiting for a rez after my defeater has had a chance to loot me, most of the time I'll get a rez and won't be rez-killed. Same as it was before.
Dry-looting - yeah, it happens a lot more now than it did before. It happens because those who have always drylooted, will always dry loot, and those who never used to dry loot need to in order to stay competitive. The problem is the disparity between the equipment carried by the best and worst equipped pvp'ers has grown tremendously especially due to all these new cursed items. When the best equiped pvp'ers can carry around 2 million gold worth of throwaway gear, and I'm competing with about 20k of throwaway gear, and I actually win this battle that I have a 5% chance of winning, you think I'm going to let the person I just defeated reclaim his 2 million gold suit?
Crap talking - its always been around. Its not any worse than it was before. Its just much more public on the Siege boards here, among a select group of players, and I think its because of battlevortex closing down so this is their only outlet. I rarely see trash talking in game when I play.
Griefing - It happened before, it happens now, I haven't noticed any increase in griefing over the last several years.
To me, the main issue with this game, is it has and always will favor the 'evil' player, being the pk and thief, and much more so recently with the item based game. It's a risk/reward issue.
Lets take the thief for example - A thief stealths around a bank wearing absolutely nothing - you can't do anything to prevent a thief from stealing beforehand (ie you can't kill a known thief) only a certain amount of pack protection. Therefore, the risk to a thief is ZERO. The reward is anything successful they can steal.
The pk. Take any hunting/farming scenario, the pk gets the full reward with a significant shorter time investment. Lets take a champ hunt. I gather up 5 of my friends, we do a 2 champ spawns, one which is successful, one which is not because it is raided.
Champ spawn 1 - We spend 30 minutes building up the champ, get raided, lose it. Pk group spends 10 minutes finishing the champ spawn and receives the rewards.
Champ spawn 2 - We spend 30 minutes building up the champ, no raid, 10 minutes finishing it. We get the rewards.
For 70 minutes of time invested, I get the reward of 1 champ spawn. For 10 minutes of time invested, the pk gets the same reward as I do.
Take any farming situation. I spend 20 minutes hunting swoops for gold, all a pk has to do is spend 1 minute hunting me while I am at swoops and they get the same reward that I did in 20 minutes.
Because nowadays, when hunting, I need to take specialized gear that helps to hunt, but hurts against pvp combat, and the pk takes specialized gear for pvp, I have virtually no chance against the pk. I'm not going to beat a pk in my luck suit vs their pvp suit, lets not even take into account I could be a bard (useless in pvp) and they're a necro mage (built for pvp).
So the end result is, I gotta do a lot more work in this game, just to be able to compete with a pk, and when you have pk's running around in million gold suits, we'll it just makes it all the much harder for the 'good' players and drives them away quicker than it does the 'evil' player.
