Swing Speed Question

I found this nifty Swing Speed increase Calculator on the internet.Swing Speed Increase - UOGuide, the Ultima Online encyclopedia

Capped Swing Speed is 1.25 seconds.

According to this calculator for a double axe to swing at cap (1.25s) with 171 Stamina you need 20 SSI.

My Question if you use the Insane Tinker legs that has 10 SSI, the rangers Cloak of Augmentation 5 SSi , and a Turquoise Ring (5 SSI)

Is this 20 SSI the same as if it were on your Weapon.

I'm Trying to eliminate the need for SSI on a double axe for another property.

20 SSI is 20 SSI, regardless of where it comes from.

You can get some pretty sick leeches without having SSI on the wep

thats what I do with my hatchets on my LJ Sampire, pretty nice.
