Stealth... min required for 100% and no armor?

Does anyone know the minimum stealth required for 100% success while wearing no armor?

I'm creating an artifact thief/t-hunter. So as long as I can stealth 100%, the number of steps I would get with higher stealth is sortuv a moot point because as long as I'm walking (not running) I'll keep stealthing forever, right?
