Stats help

Anyone know where that list of skills is that help stats rise when using the skills required? my "Handy Man" is stuck at 73 str and I got 240 stats on him, dex [13] and int [73] are locked, and I been doing arms lore training on him thinking it would raise str, but it is not.

Thanks that was it, so arms lore does raise str.

Today I finally got a gain in str while training Arms lore, he is now 74. For a while I was thinking he was stuck somehow
