It's not really that they don't plan... it's that they have FAR too many convolutions in the game that they honestly likely have no clue how to properly code things to work with all the arrays of stupid items and properties in the game...
They again would have to play the game like a real player does to actually have a clue about 1/2 the stupid and unnecessary systems and stuff in the game...
Really... I mean just take quests... there are at least 4 different quest systems in the game...
and modes of travel... and so many other crazy things... that honestly don't mesh well together... it's like one team gets a brainstorm and instead of retro fixing things just make up their own new stuff and forget fixing anything else... they got this shiny new thing... isn't that cool... who cares if later someone wants to add something else... and this doesn't work with it...
This is why they are making a new shard.... to allow their brainstorming to make new stuff and then about the time people start complaining the shard is blown up and they start over. They (may or may may not) fix the issue which will impact nobody because the world is destroyed and it starts over.
This is their fix for old/nonsensical issues of the live shards.
