anything without at least hci or dci is usually not really useable at all 
possibly if it were extremely high stats like legendary or had a ton of skill points. 1/3 casting with 5 or 10 ssi no combat stats can also be somewhat useful, but also usually not worth much.

i know it can be very confusing whats valuable when so much of the stuff has tons of stats. takes a while to get the hang of what to look for.
