Is there anyway to keep hit mana leech at max when imbuing or enhancing ssi? I noticed on a wep that had max hml and when ssi was added the hml dropped.

it doesn't "drop" - it's the same intensity before and after.
The DISPLAYED/Effective amount is a factor of your SSI. HML & HLL were changed years ago to always go off every hit, and the amount leached is based on a combination of your SSI intensity & HML intensity times your DI and the old percentile for that property.
