Spellweaving is bugged?

I have 120 spellweave, i'm stood on an arcane circle with 2 other players who also have spellweaving, i'm casting arcane circle and it's only giving me a level one focus. When one of the other 2 players cast arcane circle they get a level 2 focus and I don't get any. Does the level of your spellweaving effect it? The other two have very low spellweaving.

You all have to be within 20 points, if you are 120 they will need to be at least 100 to be able to share the focus.
