As the title says spamming is now bannable under...
Rules of Conduct: 24) You will not do anything else that interferes with the ability of other Ultima Online users to enjoy playing the game in accordance with its rules, or that increases the expense or difficulty of Electronic Arts in maintaining the Ultima Online Service for the enjoyment of all its users.

And who sets what the terms that define spamming in Ultima Online are ?
Are they known to players ?
What may be annoying to some may not be to others.
Unless text spamming is WELL defined and outlined firmly within specific guidelines I do not think it is possible to ban for spamming since this would lead to inequality of treatment of players.
Some players may be banned for yelling 4-5 times when selling something or looking for someone in game and some others only after doing it 30+ times.
Since GameMasters are individuals, unless the guidelines to what is spamming and what is not are WELL and FIRMLY set, a whole lot of injustice can come in the treatment of players, unequally.
Besides, not only before banning anyone the spamming boundaries should be clearly set, but they should be well told to all players so that they might not, inadvertedly, spam according to the set limits when they think they are not.
Not to mention the fact that personally, trash talking annoys me FAR MORE than spamming.
If we are talking about actions which "
interferes with the ability of other Ultima Online users to enjoy playing the game" well, trash talking does it to me.
I find it improper and unnecessary and yet, I often have to hear players talking a language which I do not like nor approve.
Besides, while it is one of the easiest things to do to put spamming players onto IGNORE and so no longer hear them, this is more difficult with trash talking because it can come by a multitude of players at fights, at banks, all over.
So, personally, my opinion is that trash talking should be way first dealt with before spamming is.....
