We average about 10 feet a year here, record is around 20, so yea unless we're getting more than a foot dropped on us overnight they don't react to it...around here, anything less than a foot is none. Actually 2" in this area is considered a trace amount. When your seasonal cumulative fall is in the area of 20-25 feet, you can call it anyhting you like.
I dunno Syracuse is listed as the 4th best place in the US to raise a family...There's the problem. New York is literally the worst place.
