Smuggler's Edge - Do you need stealing for a chance of a lantern?

I've heard conflicting ideas about this.

Basically, can you get a lantern/toolkit without stealing and if you can, is having stealing at 80 significantly better? Is 120 significantly better than 80? And is less than 80 useful at all?

Oh and, is there a better chance if you kill "better" things, no difference at all, or can you only get toolkits and lanterns of harder things?

I built a rouge just for this purpose I had 51 real skill with 120 stealing total in items. I was getting a lantern every hour or so at the serado spawn on tier two creatures. If that helps?

I obtained 2 lanterns very quickly with a char with 0 stealing and several other items since then but never a third lantern.

And I mean 0 skilling, no bonus items at all.

I think you do have a chance, but it is 1/3 of that which you would obtain if you had over 100 stealing:

When you succeed in stealing an item and have a chance to steal a rare item, your stealing skill is temporarily set up among 80.0-110.0(random)
So your "stealing" is checked as if it had a value of random number between 80-110

If your stealing skill is under 100.0 and temporary stealing skill is also under 100.0, your rare item stealing fails due to the shortage of the skill.
If your stealing is over 100, I would assume even just 100.1, you will automatically pass the chance to get a "rare" item. But even without, you still have a chance to get a "rare" item, but only 1/3 of the amount of times you would if it was over 100.

If your stealing skill is over 100.0, you can get a bonus to the appearance ratio of a rare item.
100.0-109.9: +1%
110.0-119.9: +2%
110.0-119.9: +3%
(Assuming the last is 120.0)

I used to think that these were % chances of getting a toolkit or lantern. However, it just says "rare" item and, later, says "In addition to the existing rare items".

Now what I don't get is why are the percentages so small for such a big difference in skill? Are these particularly significant, considering people get lanterns at 0 skill? Is the time spent training to 120 not as rewarding as say, the same time spent with the Smug's Edge?

No, not really. You only need 60 "real" Stealing. You can have 60 on items (15 + 15 ring/bracelet + 10 Bandana + 20 Shadow Dancer Leggings). Training to 60 doesn't take much time at all lol.
