^^^What he says^^^...there were way too many duplicate NPC's all over including quest givers and dudes like the skeleton in the Jhelom GY. I was bribing at zero gp and other low amounts after they made this fix. A bit harder I guess but for the good - pick your bribe spots.

You can get a lot of bribes for zero for the very low end stuff [i.e. switching from iron to dull copper or dull copper to shadow...if noone has been to a vendor in awhile then even for the high end ones].
Anyways, I really don't know that eliminating the smith-based ones was intentional. For instance, if you are going for moonglow rep and using BOD turnins, you only have
one vendor to go to. Now if you are like me and double task, when I turn in a bod and get the next one,I like to bribe it up right away for an appropriate reward. For instance if I get an iron exception 20x shield, I will right away bribe it to be dull copper so that I get a powder of fort for it rather than a mining tool (or higher if I want shadow/copper hammers).
Now the issue comes in with having the one vendor because the price goes up everytime I bribe. I have runes marked to all the smith/armorer shops so not a big deal, but it is an extra step because now I still have to turn them in at moonglow but go elsewhere.
I can see a bug issue with questers being duplicated but I am not so sure on this one. I think they have caused a bug trying to fix this bug. There have been multiple vendors in moonglow (at least 2) for years.
I also now feel bad for the little moonglow smith as he has noone to help him run his shop. He is there all alone. I am sure with all the business I give him, he could use an assistant.
