Small Piece of Blackrock found - A year alone or newly spawned?

As many people know, small blackrock originally was obtained every day for about a week, scattered over all the facets.

However today, when I went to find a wandering healer north of Britain on Europa (Fel), I found a piece on the ground.

Now, Europa isn't the emptiest of shards by any means but after spending about an hour on Europa and Origin checking both out, its the only piece I could find. No way would anybody drop this but its been well over a year since any spawned.

Was this lonely little piece of blackrock really sitting there, alone, undecaying? If so, does this mean there could be more on all shards?

whats it near the mts? i wonder if a miner just couldnt carry it and it fell...i know i have 2 full runebooks of places that would spawn it when it was on the ground and i had about 200 before we could mine it...mostly on pac but i even got some on the other shards because it spawned east and west of Luna

Despite breaking the link, I dont see that any definitive answer was in that thread (or post). Some say it still spawns or was chucked by miners and it still decays?
