Shuriken hit chances

from what i have gathered 120 ninja = 120 weapon skill... but does dci and hci effect the hit chance too?... bcz if my hci doens't effect it and they have that is equivalent to 165 weapon skill... i wun be hitting very much lol

I have never actually done a test of this, but my general experience is that I hit about as often with stars/darts as I do with my weapon in PvP. This leads me to believe that HCI works on starts/darts. No way to know for sure without actually testing it.
