Shirron Argahrok missing from Ver Log Reg, quest over or broken?

Ok the grave robber quest sequence for part of the awakening quest chain, the guy you need to talk to in Ish garg city is gone (atleast on Baja). Can still get pure blood and climber guy is there but the beginning of the quest is now missing.

Heard about them being moved to Ter Mur and searched city there but didnt find him there either.

So is the quest broken or over?

Try the Juka City Northward of Honesty, Where the Juka Turn in is at. On Sonoma thats where i found him the other day.
