Server is down, what happens with the timer on the Sigils

Since they took the server down for the Publish 54, how does this affect the timer on the sigils? Will they continue on the same time line, reset or go back the length of time the servers are down.

The timer continues. The only thing that happens is you can't steal the sigil for either 30 or 60 minutes after the server comes back up. I am not sure what the time period is.
