the new expansion brought in a thing called a scroll binder and it lets you turn 10 115 PS into a 120 so prices have dropped a bit...

120 prices have not dropped so much as the value of certain 15's have went up greatly imo. I still dropped overa mil buying up the 15 evals I needed for a 120 and traded a soulstone for a 120 mage (good deal imo still).
You make scroll binders with inscribe and bark. I used the scroll binder method to get my 120 imbue scroll.

Common knowledge and standard game mechanics.
You dbl click the scroll binder, target the 115 scroll and it gets added to the binder. You have to add like to like, you can't make a 120 magery out of 10 random crap 115s but you can make a 120 mage out of 10 115 magery scrolls.
When youadd the tenth scroll, the binder turns into a 120. You can also turn 10's into 15's, it takes 12 10's to get 1 15.
