Hey that sounds like a great project! I went to a local aquarium recently and they had the place divided up into different sections.
In the centre they had a large display pond (*twitches* feels funny but carries on writing) this had a waterfall and lots of fish in that people could feed.
To the sides they had rows of tanks with the fish you could buy.And at the end empty tanks for purchase.
You could buy aqauriums (expensive) or try to make some kind of racking and raise up fish inside the racking to make it look effective. The walls behind would need to be blue to help with the effect (stuff can be slime dyed blue at the moment if this helps)
Think it was Feath or Devil's Own that created a neat aquarium using the crystal bull token, and there is always the original aquarium made using cloth.
Then there was a counter area with loads of accessories behind (fish food, nets, rockery, plants etc etc)
I could see a nice shop area with maybe water troughs filled with water type plants .. maybe in rows for people to buy. You could stack up different types of rock and ores etc for people to buy.Fishing nets are a bit harder but you can use the coloured fishing nets, and decorate the wall with the heritage token fishing nets.
And in the back they have a hellish electrical plant and filtration system.
Hmm not even gonna attempt this one lol
So.. I dunno you could go for trying to make up all these bits and pieces as a theme.... or just go for making a fabulous fish tank?

The Tennessee Aquarium in Chatanooga which I visited years ago had a really neat layout that you might be able to do in UO housing. It is basically a big tower, arranged like a spiral. Visitors walk up ramps, and the aquarium exhibits are embedded in the walls as you go up the spiral. At the very top is an open air habitat (under a glass and metal lattice roof), with birds, aquatic reptiles, etc. behind net barriers and in large contained pools, where people can walk around and look at them from the middle.

This is turning out to be a lot harder than I thought. I have used crystal walls on the 3rd floor.
The 1st floor has a small "pond" and a cloth fish tank.
The 2nd floor is reserved for NPC bought aquariums. This is just a first run to see how I can put differnt elements toghther and get the desired look. Any feedback is greatly appreciated.
(Damn them NPC aquairums are expensive!)

Ooh thats looking neato. I love the railing - beware of the pirhanas!
I'd suggest some fishbowls as individual displays and also if you go to the sticky deco thread skylark posted and then go to the last page near the bottom you can see where someone posted the bagball terrarium I made a couple years ago, that could be easily adapted for an octagonal aquarium.
Also as far as NPC bought aquariums being expensive you might want to make a post on your shard trading forum here that you are looking to buy fishtanks from players who are no longer using then at half price, and will even accept donations for your new aquarium. You might get some cheap or free that way, and that will help you save up your pennies to get a lovely seahorse.
BTW a few years ago I turned a whole house into a giant aquarium (with mixed results). I got compliments on my "crazy alien creatures", lol:
I really liked the bagball fish and the merman/mermaid (on top of the little tank castle):

I had vendors on top, next to the tank entrance (you could drop down inside to "swim", hehe):
A little personal anecdote that you might find interesting. I really enjoyed making this aquarium house but bemoaned the fact that there were no 'clearish' walls that I could use, like semi-transparent panes of glass to indicate that it was a giant tank. So years later when I got asked my opinion by a dev friend of mine for what kind of new house tiles they should put in I suggested dark tiles (thinking of umbra and how cool those would be to have) and crystal - for the elves. Since we go the tree hugging variety of elves I was partially thinking of twisted spires and delicate shimmering towers but also of those semi transparent crystal walls that would look so great as windows. We ended up with something a little different than I was envisioning, lol, which will teach me to be more explicit in the future.

I would really like to know how to make one of those. And with the rubble "pulleys" I can imagine a shark (like the orca) hangin from the second floor.
Anyway, I've changed the Aquarium around.

If you want some more inspiration, go look at the huge tank north of the meer village in Ilshenar on the Pacific shard. (Go to Sacrifice gate and run straight north through town.) It has live critters in it. There is another interesting collection of buildings just to the west of it. Unfortunately, I do not know the history of any of these buildings on Pacific.
