Three things:

1. When I'm doing a search to invite people to my group, I notice that some have a green (g #) next to their name which indicates they're in a group and how large it is. But what does the red (L #) mean?

2. Is there a / command to invite others to voice while they're elsewhere in the galaxy, or do you have to radial them when in view?

3. How do you go about creating a new voice channel? I tried right-clicking and I didn't see any option.

The red L signifies group leader.

/voiceInvite [playername] should let you invite someone else across the galaxy.

If you use /voice you get a list of command line options that you can use to set up new voice chat rooms.
