If you put, say 1.2 of Trandscendence scrolls into a scroll binder, can you click it and use it? Or do you have to go all the way to 2, 5 or 10 full points before it can be made into a useable scroll?

when it's in a binder, it's not useable. It doesn't show as a pink scroll - as can be seen from the images.

Yes. I had 2 binders each with 105 imbuing 1/8. I double clicked one and targetted the other. They combined into one 105 imbuing 2/8 binder. I will edit the page to include that information asap.

with powerscroll binders, yes you can combine them. i havent tried trans scrolls yet. it would be nice if you could use a pair of scissors on them and refund what has been put into them.
