When you craft Scrapper's Compendium can it be marked by the crafter?

Also, the crafting success rate seems to be 30% - does anyone know what the exceptional crafting percentage is?

Scrappers cannot be created with a makers mark, and it is impossible to make them of exceptional quality. To better your odds of modifiers on the book you can use items that increase your magery (well above cap) as well as by wearing a good talisman to boost your success rate. It is also to my knowledge good to have 120 eval in addition to 120 magery. (not sure on this one, just always have used it when crafting books.)

They can not be made exceptional.

Best to be, obviously GM Scribe, and 120 magery for the possible additional modifiers on the Scrapper. With less magery you can still have modifiers show up, but the chances are less that they will. The RNG is a fickle thing.
Eval has no bearing on the mods of the books.

You will want to put on a talisman with as high inscribe as you can find.
As a GM scribe with a tali of 25% my chances go from 30% to 55% to making it.
