The very little info I have I found on a japanese site that I couldn't find again for my life, and here it is:
- You find them doing the Artificers quests in Ter Mur (at least that worked for me)
- They all have 10 charges, from DC to Valorite
- The intensities seem to match pretty closely those of runic hammers.

If you are on Europa and want a verite one, I have one for sale =)

believe they come in the same colors as runic hammers. split into 3 tiers, the lessers come from residue artificier in Royal city, mid from the essence guy, and high from relic frag one. or at least thats how i understand it. i got a copper one from doin the essence quest for my imbue ps

I ve gotten dull copper, shadow, and verite runic Mallet & chisels. They all came from turning in residue.

turned in 500 enchanted essence and nothing. How rare are these?

Pretty rare. I've turned in a few thousand essence and residue and haven't gotten a single one yet.

I turned in enough residue to get a 120 scroll using scrollbinders. It took about 4-5 thousand and I only got three runics.

It's worth precisely what your buyer is willing to pay for it. To be more practical though, check around your shard and see what they're going for, then sell it for less.

Or just toss them up at an auction.
