my husbands house in ter mur has one open to the public....pretty easy to find.
if you see wild star around her guild has a nice rune book library...it's in fel but not dangerous at all.

I have a bit of a rune library at a house about three screens up the road from Umbra, on the south side of the road. The coordinates are 25o 2' N 37o 49' E. Look for a parrot named Sunny as you run by. Clare is the house owner. The books are right inside the front door. There are also public-use dye tubs upstairs.
The Baja Community Center in the NW corner of Luna owned by Charlemagne is accepting runebooks for display and public use. Also I soon hope to have Runebooks to Many if not all of Baja's Museums and Libraries.

The most comprehensive collection is the Mage Tower Rune Library in Trammel. You have to follow the coast north from Skara Brae Fairegrounds. It is just past the server line.
The Avalon and Dawn Rune Libraries and Felucca are also pretty extensive.
