[Price Check] Ruined Miasma Recipe Scroll

I cannot seem to find any info on this in any event item thread or any where else. It is a blank scroll graphic with a kind of "slime green SL warhorse" hue. You get a cursor if you double click it but I am unsure what it actually does.

Any info to this item would be great like, how many are there, how much does it go for, where did it come from etc

Anyone have any idea as to a price? Still unsure what the scroll does exactly but it is pretty neat
