Would mana drain on a weapon keep Rikki from using his EQ?

I was thinking of making a hit fatigue and hit mana drain weapon for him.

I'm certain I'll do hit fatigue, but i'm not sure if mana drain will do anything since i dont know if his EQ actually costs him mana.

EQ is his special move so you can't stop that. All you can to is listen for the roar then back off until the EQ is done.

Yepp... gotta agree with this.

a good while back we would wait for that roar, hit him with a few mana vamps and still catch the EQ.

Rikktor and Stygian Dragon charge up their EQ with movement. When i do Stygian Dragon on my Disco/Tamer, and my RC+AP Frost Mite tanks him with Consume up and me vetting, he tends not to move (Cold Wind ticks do a good job of keeping the Stygian Dragon aggroed on my Frost Mite), and oftentimes doesn't get a single EQ off before my guild kills him.

If you're trying to "joust" Rikktor with Hit & Run tactics, he's going to move a lot and get EQs off like mad. If you can stand and tank him (such as with utilizing Feint), he gets a lot less EQs off, if any. Fencing's Leaf Blade has Feint and AI, while Sword's Daisho has Feint and Double Strike.
