I picked it up the day of the event. Ricardo's hide-out was a cave in which there was this hat, a painting and a pair of shoes.
yup there was only 1 set of ricardo's items per shard
player had to find the correct npc and find the password for the cave for there shard...first few people in got the goods!
i was able to get the same hat on napa, it was right around the time that the ophidians were invading vesper and skara

Yeah the Ophidian Invasion on Vesper etc was part of the event as Ricardo stole their artifact.
