Correct. The bonuses, however, are in the fel dungeons for mining. You can mine salt peter there, and in Ter Mur, you can mine crystaline blackrock and chop crystals from trees. Outdoor mining isn't as rewarding anymore, since they randomized the locations and you can't get saltpeter there.
