Reforging?

I have been gathering up shame items from the lowest level stuff off mud pies to major artifacts and every item I try I get the message "that item can not be reforged." My question is what items can be reforged? I tried setting the correct skill for the type of item and the different level or runics. Do I have to find like clean 1 mod items with no neg mods or 9+ mod legendary artifacts?
