[General] Refinements on artifacts

Can you apply refinements to artifacts (such as legs of the insane tinker) to raise resist cap? *Still studying to make the new suit*

As long as the artefact isn't medable or doesn't have mage armour, you can.
If it does have mage armour, in most cases a mage guildmaster can remove it for you for 250K gold and then you can apply refinements to them.
