Theyre from the brit library located North of the bank. You can get them by turning in ingots if im not mistaken. They sell for about 850-1.5 on most shards, although sometimes youll see them for more, they dont generally sell that well anymore. They and reading glasses of the arts are both good for mules bc of the stat bonuses.
