Why is this topic considered "off topic"?

I too have seen this phenomenon (with the mules) on Napa, my home shard. I also have seen this on Austin and Baja. The owner of the proselytizing mules in question belong to the WRR (i.e. Whispering Rose Radio) and in particular a conglomerate of Luna shops and accounts owned by a user named "Nabin".
This person (or persons) own a large majority of the Luna buildings on Napa and several of the west coast shards. They pretend to be brokers by selling their plots periodically, but they always sell to the same group of people - nothing more than a round robin of property.
I happen to believe in pure logic and rational materialism. I find the presence of the Whispering Rose Radio both intrusive and offensive. However, I can accept the presence of their "church" (right outside the main entrance of Luna) if legally obtained.
The question begs though:
Are those accounts (WRR) given a free ride by the devs just because they show up at r/l events with a mic?
How do we report such indiscriminate violations of the TOS?
