I'd have a raffle at a player event, such as an auction, with the winner having to be present.
Load 120 bags with 120 marked runes, all renamed, with only one of them going to the landmass where someone waits (and have the person with the item hide and log off there hours earlier). Say, for example, a remote, spawnless island in Tokuno or Trammel.
All the others will be to the same facet, say each a different square in a corral. Have the bags loaded into 2 pack horses.
Earlier, go to a provisioner, and buy as close as you can to 20 differently-titled NPC books that can't be edited, and write down the list of names.
Load all the books on the vendor as the purchase tickets for the event. Have those all sell (watching for people that are hogging the books - perhaps saying that buying more than 1 or 2 books per set disqualifies).
Take the books back from the buyers, noting down the player & book name, and handing them a random bag from a packie as part of the exchange. If a book shows up more than once, or one of the books that you DIDN'T load on it, you can check the journal to see whose purchase record does not match up (after all, if someone has more books than they bought, you can tell they are cheating). Prevent them from participating further, if possible (if they buy more books, refuse to take them)
After the first 20 books sold, put the books back on the vendor, and repeat, until you hit 100, 120, or whatever the total number of tickets.
Now, once all the bags are distributed, you tell the people to recall to their runes. If someone makes it to the right spot, they win.
Note that there are some locations where one could have all the losers see the winner arrive on their isolated spot, but that could cause an enterprising cheater to recall from a losing spot, then go to a rune library to recall to the winner's spot, hoping to beat the real winner. Whether that is an accceptible risk is up to you (if not, you could have the losers recalling to the empty right-side North Jhelom corral, and the winner recall to Dragon Island, one of the small unconnected islands in/around Vesper or Minoc, etc.
alternatively, you could use ship key copies (only one of them going to the winning boat, the others going to other boats, so that all keys would seem legit until the judge hidden on the winner reveals)
