It counts items, as well as the human Jack of all Trades.
Of course, you still have to have the required real weapon skill (and tactics or whatever other skill the move requires) to do the move.
Human:
Gets -5 automatically (JOAT adds up to 180 + weapon skill, which has to be at least 70 real to attempt the move), so the -10 kicks in at -
120 Weapon skill only (say, an archer that doesn't have Bushido)
70 real weapon skill (minimum for the first special move) +70 in one of the other qualifiers (most often Parry or Bushido).
Or any combination of 70 weapon skill, another qualifier, and item bonuses to that one qualifier, that adds up to 140.
Elves have to do it the old-fashioned, hard, way - but the "class" skill sets for Samurai & Ninja virtually guarantee the -5 while in training and the -10 when the character is done.
