Quests' Cooldown Time : starting when ?

The Quests' Cooldown Time is set when one picks a Quest or when one turns the Quest in ?

For example, say that a Quest has a 2 hours downtime.

I pick it up, say, at 8 PM. Then do the Quest at my ease, finally complete it at 11 PM (3 hours later). Can I pick the same Quest right away having passed 3 hours from 8 PM ?

Or does the system look at 11 PM which is the time I turned it in for reward and sets the 2 hours cooldown from 11 PM and until 1 AM ??

Just going by the NPC escorts, I'd say the cooldown would start when you complete the quest.
