Questions regarding Smugglers Edge

I was doing really well collecting lanterns, potions, balms, tool kits, etc, but I seem to have hit a snag and havent received anything, but gold in about a week now.

1. Does your karma come into play when you are trying to steal items?
I thought I had this one figured out.. I would lower my karma and lock it so I could kill the 1st level of spawn at the Tokono spawn and the lizards would be high karma to me, but it doesnt seem like that is working.

2. Does it matter if you are in Fel, Tram, Tok or Ilish when trying to steal?

Any other ideas as to why I cant seem to get anything lately?

As far as i know karma plays NO role in using the smuggler's.. i keep mine unlocked and still get items and as far as Fell/ tram thing it doesnt matter either.. But one thing i did find is that if someone has come ahead of you and done the spawn it is way harder to get a potion or lantern. So what i do is log in my necro and play it to the 3rd level, then let it cool down back to 1st level and try again.. it seems to work very well for me....Try that may work for you as well hope this helps!!
