Question

I looked all over the internet and couldn't find the answer.

So today I was out with my new character I been working on. I was killing stuff for archery gains and I went to use a scroll I had in my pack. I noticed at that moment I had a pair of Sollerets of Sacrifice sitting on top of my scrolls.

So the question I have is, where do they come from? Just very random chance off killing anything?
