The last time I done any tinkering was about 6yrs ago. Back then I could make lockpicking tools from about 45 to GM, is that still possible now.

Yes, it's possible.
For better results try to keep your chances in 40-70% range (50-60% would be even better). To do this you will need a talisman with tinkering bonus. More talismans you have, the more accurate you can tune your chances.

I did that long ago but the last time I gmed a tinker I made spyglasses at the end and sold them to the tinker using UO assist
