question about Nujel'm and vanguards

Since the vanguards showed up I've been to Nujel'm only a few times, but I've noticed something.

In both Cove and Serpent's Hold the spawn will dissipate (well, not in Serp's on Legends, cause two of them stuck underground for the past week or so, but even so, they don't call spawn unless someone taunts them) but everytime I've been to Nujel'm the spawn and the vanguards have a stranglehold on the palace there.

Could be that every time I pass thru there someone has just been by and annoyed them but I'm wondering if anyone on another shard reports the same behavior in Nujel'm.

From what I have seen the Vanguard will randomly create a spawn even if not being attacked.

I was stealthed at Cove and no one was attacking the Vanguards (no one else was there) and a spawn appeared, 30-40 seconds later it vanished. About a minute passed and another spawn happened. I think the Vanguards have individual timers that are randomly picking intervals to create a spawn.
