Question about dyed weps/armor

I have a newbie-ish question. I came back to the game about 2.5 years ago and have never figured out (didn't play for awhile during that timeframe) how folks dye their weapons (boomstick, heart of the lion, etc) and armor to have such cool color combos?

Tokuno Dyes? I'm hoping it isn't so that I can find whatever is needed relatively easily/cheaply ..

Tok Dye can be found easily, but not cheap on the shards I play! Good luck and what shard do you play? Perhaps I may have a few charges left.
