General Problem with Turn in box for vet rewards

I go to moonglow to exchange a vet reward for gargoyle for vet reward from human and it does not exchange(this was on Siege today)

I understand but cloaks can be altered to give wing armor and you used to be able to trade them back in for a cloak. You can no longer do this.

To my knowledge you can only trade non altered items for items that are on the vet reward list.
