the only light blue colored spellbook i'm aware of is the Tome of Lost Knowlege - is that what it is? those are worth about 2 million.

thrasher's tail is junk. worth about 2-4k

32 charge tokuno dye is worth about 3 million.

It is a Sigil spellbook, up to 2 -3 mill if you find the right buyer.

right - sigil spellbook sells from 500k-3 million depending on shard and buyer. i see them mostly for between 500k & 1 million.
