Selling Weapons Price Check/Offer for this Splintering Hatchet

I am curious to know if elemental damage makes a difference for AI weapon, would a 100% physical hatchet hit just as hard as 100% cold for PvP?

I'm curious what I should imbue with two spots... Does this need sc? Or should I put 50 lightning and 50 hld on it?
