i just know pre-patch has more mods, no names like "mystic kilt of haste", and intensities should roll better

so i think this one cannot drop anymore and should be rare

The rolls and intensities do not look possible anymore and the lack of prefix and suffix is what makes me think it is rare.

This would almost look normal but the added +7hpi is what sticks out to me as uncommon

Item can drop still.

No-names -- no prefix, no suffix -- still drop at that intensity level.
One-name -- just a prefix or suffix -- still drop at that intensity level.
Two-names -- a prefix and suffix -- at that intensity level are very common.

No-name and one-name are much more uncommon than two-names. No-name and one-name are generally the best loot, especially at the Artifact intensity levels, as the two-name possibilities in the loot table is rather limited. That's why most two-name legendary shields are junk.

No-names or other items that drop with > 8 mods are what broadsword nerfed a few years ago.

Gargoyle cloth and cloth armor overall isn't desirable, relatively speaking, as it cannot be enhanced with the forged tool.

I'm not 100% sure, but I thought "no-name" legendary items (outside of jewels & shields) stopped spawning a while ago. I've gotten a few "no-name" items that are like greater artifacts from T-maps, but can't remember getting any legendary ones. That said, I might be confusing it with the no-names with more than 8 mods. The OG "no-name" items had other properties like HCI/DCI etc on them in addition to all the stats.

I think this item in particular is worth something (from a stats perspective) but isn't going to get a ton since it's cloth (no additional LMC).

agreed, i wish these were like studded leggings. that would make them desirable

i think the mods and rolls are not possible to drop anymore

i almost never see 5 Dex + 7 HPI on any legendary pieces.

i think it's probably rare, but unlikely to be used outside of some garg mage

if anyone knows where stuff like this can still drop, pls let me know

Note that HCI and DCI can appear on "no-name" and "one-name" armor, still. I remember uoguide is incorrect on this point.
"Legendary artifact" labelled no-name, for armor and weapons - I would need to double check if those still drop. When I say "intensity level", it's the point allocation. Greater/Major/Legendary isn't strictly the best metric to use.
Remember "Luck" plays a big role in the intensity level. It's possible to have too much or too little luck.
You may be best pinging people via DM, lest you possibly trigger un-intended nerf changes.

These are all recent one-name and no-name drops, notice the first one started at 130 luck.

I got two of the same kind of drops off Navery Night Eyes (about 6 months ago) and was very happy to see the same thing: legendary items, no durability, great stats. My two pieces were also cloth gargoyle armor, and I stowed them away in the bank. A month or two later, when I checked on them in the bank, they had durability applied. I'm guessing UO has some sort of program that checks items of a certain level and "fixes" them once detected. In any case, don't be surprised if one day you find durability applied to them as well.
