where do you get these, would be nice deco, although i dont know why an executioner would have one. Maybe for a very slow and painful execution?

from the candle of love event from 07, a quest idem, one was executioner rusty pen, outhers were a heart blackened by despise,heart of compassion,the prisoner journal,tear of sacrifice,quill of justice,sudiva's covetous-laced tear, than when all were obtained you could go do the maze to get a candle blessed by love for your avatar's name.

I'd estimate about 5-10m for the pen. It was a quest item from the Candle of Love event. Hope that helps you.
