I found the issue (at least for mine). They do work as a luck statue, but only in your pack. Mine will not work when it's locked down, it does not even give me the menu to set security when locked down.

I may be wrong but i think the statue works on the char you lock it down with ONLY? Like i said i may be wrong but seems like mine did
