A Cyclopean Warrior normally drops a level 3 map - so its paragon chest requires the ability to pick a level 4 chest. You will need at least 92 lockpicking to open the chest, and you will fail a LOT at just that amount (suggest having at least 95 skill, or a LOT of lockpicks).
