It goes back a hell of a lot further then Seige. I don't remember him ever, ever explaining it. I just remember it was very, very annoying that he ending each sentence with "la." It didn't matter if he stole from you and escaped. It was even worse when he would steal from you, you would attack him and then Rico would kill you. Killed by a thief with 200 skill points locked up (or 300 with hiding?). Very humbling. And then he looted your corpse, he would say something cute and end in another "la." But I don't remember anyone caring or asking.

It is something like having a table full of items, sweeping all of them on the floor, and then placing back on the table the single element that you want people to focus on.
